Policy implementation studies are relatively new area of study. Within the three stage of the process of public polices, implementation has proved its main relevance for the success or failure of the policy. During this stage, the policy could be obstructed or even deviated from. In fact, it is not unusual to find a gap between the original objectives of a policy and its final outcomes. The book reviews the existing theoretical literature on implementation an evaluates to what extent the theoretical frameworks from “top-down”, “bottom-up” or “hybrid” perspectives are useful for explaining the implementation process within the Mexican rural sector en the 1980’s.
